As a Utilize action, you can buckle the collar onto a Beast. You become its keeper, and when you buckle the collar, you can name one other creature as its handler. You can change the handler by unbuckling and rebuckling the collar. While you live, only you can unbuckle the collar; anyone else must cut the strap, which ruins the item.

While the Beast wears the collar, it has Advantage on saving throws to avoid or end the Frightened condition, and it refuses to move for any creature except its keeper or handler. Another creature can move it only by dragging or carrying it. While a creature that isn't a Beast, the keeper, or the handler touches the Beast or the collar, the bell rings loudly enough to be heard 300 feet away.

You can use the collar any number of times.

While you wear the doublet, you need only 1 minute to don or doff any armor you could normally don or doff.
